
Jacqueliné Brown, CCLA, President and Executive Director
Jacqueline is an experienced Behavioral Health administrator, with over 25 years of experience. During her career she has served in roles where she has worked with autistic adults with behavioral issues, including Supervisor Coordinator with Family Resource Development Agency (FRDA) in San Bruno, California; Residential Manager and Educational Instructor with Clausen House in Oakland, California; and has served in similar roles with the Department of Rehabilitation in Oakland and The ARC of Alameda County in San Leandro. A New Jersey native, she holds Bachelor degrees in Human Development (Adult Development specialty) and Sociology from California State University – East Bay. She also completed work as part of the Masters of Education – Oakland Partnership program. In her free time, she enjoys a night out at the theater, visiting a good art exhibit, sewing, or quiet time meditating or engaging in yoga.

Garrett Sullivan, Vice President and Director
Garrett is a native of northern California, and has ten years of experience working in the Behavioral Health field, including at Casa de Sincero’s group home, serving developmentally and mentally disabled adults. Currently working towards a Bachelor degree, Garrett holds an Associate degree from Los Medanos College in psychology and business. His long-term goal is to earn a Master’s degree. Garrett’s hobbies include video games, reading books on philosophy and psychology, working out and martial arts, where he is currently a green belt in karate, with a long-term goal of becoming a black belt.

Karla Estell, Director
Karla is a Bay Area native with nearly 20 years of experience working in the financial services industry. Starting out as a teller, she has served in a diversity of customer service and leadership roles at a variety of financial institutions including Washington Mutual, Home Savings Bank and Provident Credit Union. She currently serves as manager of Provident Credit Union’s San Ramon branch, and is also a licensed real estate agent and notary public. Karla’s hobbies include wine tasting, reading books on inspirational topics, and cheering on her kids at their basketball games and wrestling matches.

Kaja Brown, MBA, Secretary, Treasurer and Director
Kaja has more than 15 years of non-profit management experience, namely as a co-founder of Arizona Community Media Foundation and Desert Soul Media, Inc., two non-profit public media organizations in Phoenix, Arizona. During his career, Mr. Brown has worked in the roles of President and as a Board member. He also possesses extensive knowledge regarding how to develop, manage, and build sustainable revenue streams for non-profit organizations. He holds a Master of Business Administration from University of Maryland Global Campus, as well as a Bachelor of Interdisciplinary Studies degree from Arizona State University. He has also earned graduate level credit from the Nonprofit Leadership and Management program within the Lodestar Center at Arizona State University.

Tieaesha Gaines, LMFT, Director
A native of Oklahoma, Tieaesha is a Behavioral Health professional, as well as a licensed marriage and family therapist, who specializes in working with severely and persistently mentally ill persons who are criminally justice involved. She has a multitude of experience working in service and leadership roles such as mental health clinical specialist, social worker, hospice care coordinator, and residential counselor for various agencies including Contra Costa County, Youth Homes, Mile High Residential Facility, Companion Care, and Kaiser Permanente. A graduate of Grambling State University, Tieaesha brings experience in collaborating with other providers from social service agencies, community based organizations, hospitals, detention centers and schools while advocating on behalf of clients. In her free time, she enjoys active adventures through travel, and exercises such as yoga and hiking.
